TRG Land worked with City staff to review a 23 year old Specific Plan that had developed an entitlement expectation of 2,060 units in Carbon Canyon. TRG Land prepared an analysis that clearly demonstrated a scientific approach that determined the true carrying capacity of the property and ascertained that entitlements that had been on the books for many years could not be attained.
The process involved aerial photography, generalized slope analysis, preliminary site planning exercises, and a public process which not only engaged the landowners, but the constituents of the city as well. At the end of this exercise the 2,060 unit entitlement for this region was reduced to roughly 300 units. Subsequent to the effort no lawsuits where filed against the City. This process demonstrated a clear and meaningful way for the city, its constituents, and landowners to understand land holding capacity with an indisputable demonstration of “Science Forward”.
